PROSECUTOR MOERS TESTIFYING AT STATEHOUSE TO SHOW SUPPORT FOR HB 1250

VANDERBURGH COUNTY, Ind. — Vanderburgh County Prosecutor Diana Moers is in Indianapolis to testify in support of a bill that would put new measures in place whenever a serious violent felon is released from state prison.

Indiana House Bill 1250 would require the Department of Correction to notify the prosecuting attorney, the county sheriff, and the chief of police of the county or municipality into which it would release a serious violent felon at least seven days in advance. It would also require the DOC to notify the same officials in the county or municipality where the serious violent felon committed the offense.

The Statewide Automated Victim Information and Notification system, also known as SAVIN, is already established under Indiana Code 11-8-7-2 as a free service to provide crime victims with information about offenders or changes in their status, such as release. However, HB 1250 would help bring the program’s existence to the attention of victims by requiring additional notifications about the program throughout the legal process.

The legislation is authored by Rep. Tim O’Brien and comes in the wake of the August 2025 murder of 74-year-old Susan Haynie, a longtime realtor and familiar face to many as a lifetime resident of Evansville. Rep. Wendy McNamara, Rep. Garrett Bascom, and Rep. Alex Zimmerman all co-authored the bill.
